Employ Milwaukee is the local workforce development board serving Milwaukee County. By convening leaders from business and industry, economic and workforce development, education and training as well as community partners and policy makers, our vision is to develop workforce solutions that promote regional economic growth and employment opportunity for all job seekers.

Our mission is to build a strong workforce development system by planning, coordinating, collaborating and monitoring workforce initiatives with businesses, partners and community stakeholders at the local, regional and state level to ensure a skilled and productive workforce for the 21st Century.

Our goals are to connect job seekers to employment opportunities, to provide education and training options in high-growth, high-demand sectors, and to provide a skilled and sustainable workforce to attract, retain and grow diverse businesses in our Milwaukee 7 region.

WIOA Youth Services

Employ Milwaukee, Inc. (EMI) announces the release of Workforce Innovation and Opportunity Act (WIOA) funding to organizations providing youth workforce development services for youth and young adults ages 14 to 24. The purpose of this Request for Proposals (RFP) is to solicit qualified vendors to submit innovative proposals for the delivery of comprehensive WIOA Title IB – Youth Services to the youth populations within Milwaukee County, WI.

EMI seeks to build capacity in Milwaukee’s youth service delivery community and as such, will provide intensive training to new providers for up to two months to ensure expertise and WIOA compliance are developed. EMI seeks innovative proposals that reflect a clear, evidence-based approach to delivering comprehensive services. The RFP includes two (2) service models, described below. Respondents may provide proposals for one of the service models only.

* Service Model 1: WIOA Title IB Out-of- School Youth Services – Opportunity Youth
* Service Model 1 focuses on providing services to Out of School Youth ages 16-24 with the goal of transitioning youth to postsecondary educational options or successfully directing them into the workforce pipeline with viable career opportunities.
* Successful respondents will have a network of community- and faith-based organizations who can provide access to youth and young adults that are not connected to school or work.
* Service Model 2: WIOA Title IB In- School Youth Services – High School Youth
* Service Model 2 focuses on providing services to youth ages 14-21 currently enrolled in Secondary School.
* Services will prepare youth for employment or post-secondary education enrollment.
* Successful providers will have developed partnerships within Milwaukee County Secondary Schools and with other organizations that provide access to High School Students.

Both In-School and Out-of-School Programs services include WIOA’s 14 program elements that must be offered to youth participants, including but not limited to, academic tutoring, skills, and interest assessments, setting education and employment goals, high school completion strategies, placement in paid and unpaid work experience, occupational skills training, and financial literacy
