Opportunity Fund

Overview: The Opportunity Fund is a flexible support fund dedicated to increasing extra-curricular and co-curricular program access for students and families in the Hood River County School District who face financial, linguistic, geographical, or other barriers.

Status: Active

Geographic Scope: Hood River County School District, Oregon

Focus Areas:

  • Extra-curricular and co-curricular programs

  • Intramural sports (futsal league)

  • Literacy programs

  • Arts in Education

  • Music and athletic fee waivers

  • After-school care scholarships

  • CPR certifications

  • Swim lessons

  • Student enrichment for underserved populations
  • Target Population:

  • Students and families facing financial barriers

  • Students facing linguistic barriers

  • Students facing geographical barriers

  • Underrepresented students in programs
  • Focus on Elementary and Middle Schools: While supporting all HRCSD schools, program has primary focus on elementary and middle school students

    Management: All Opportunity Fund initiatives are funded by HRCEF and managed by the school district

    Current Programs:

      Arts in Education

    • Artist in Residence Program bringing visual, performing, literary, and media arts to schools
    • Serves all 1st and 3rd grade students in the district
    • Professional artists lead hands-on exploration of creativity and self-expression
    • Available at all elementary schools

      Accessible After-School Care

    • Need-based scholarships for after-school care
    • Provides safe learning and play space while parents work
    • Schools served: May Street, Mid Valley, Parkdale & Westside Elementary Schools
    • Status: Current

      Family Literacy Night

    • New program helping students build reading skills through parental involvement
    • Pilot resulted in all participating students reading at or above grade level
    • Launched at all elementary schools in 2025
    • Status: Current, expanded to all elementary schools

      Little Steps, Big Dreams (529 Match Program)

    • Created in 2025 with support from Farmer's Conservation Alliance
    • Helps families of kindergartners start a 529 College Savings plan
    • Provides matching funds/incentives
