R.O.S.E. Foundation The R.O.S.E. Watson - James Legacy HBCU Scholarship The Watson - James Legacy HBCU Scholarship is awarded to an African American public high school student who is matriculating to select HBCUs: Bowie State University, Cheyney University of Pennsylvania, Clark-Atlanta University, Hampton University, Morgan State University, North Carolina A&T University, Paine College, Spelman College or Tennessee State University. A student must have a minimum 3.0 GPA on a 4.0 scale. The applicant must reside and attend school in Bucks or Montgomery Counties in Pennsylvania.Eligibility
