HUD Continuum of Care (CoC) Program Competition

Geographic Scope: Citrus, Hernando, Lake, and Sumter counties in Florida

Focus Areas:

• Permanent Supportive Housing
• Rapid Rehousing
• HMIS (Homeless Management Information System)
• Coordinated Access Systems
• Programs that reduce and prevent homelessness

Background: Mid Florida Homeless Coalition (MFHC) serves as the Collaborative Applicant for HUD CoC funds for the four-county region since 2004. The program provides annual funding opportunities for both renewal and new projects.

Eligibility:

• Private voluntary non-profits or units of government
• Eligible to receive Federal funds
• Have an accounting system
• Practice nondiscrimination
• Demonstrated capability to deliver emergency food and/or shelter programs
• If private voluntary organization, must have a voluntary board

Project Examples Submitted:

• Permanent Supportive Housing (e.g., Citrus County Housing - $98,593)
• Rapid Rehousing programs (e.g., United Way of Citrus County - $68,489; Catholic Charities Diocese of St. Petersburg - $57,881)
• HMIS and Coordinated Access System operations

Application Process

1. Access the Application System: Organizations must use HUD's e-snaps system
   • Obtain active e-snaps account at http://www.hud.gov/esnaps
   • FAQs available at https://www.hudexchange.info/e-snaps/faqs/
2. Prepare Required Documents:
   • Consolidated Application (for renewal organizations)
   • Project Applications
   • Housing First/Low Barrier Questionnaire (as of 2018)
   • HUD Request for Proposals (RFP) Supplement (as of 2018)
3. Submission Process:
   • Submit via HUD's e-snaps system by the deadline
   • Deliver hard copies to MFHC:
   • One Original (marked as original)
   • One copy
   • Mail/deliver to: 104 E Dampier Street, Inverness, FL 34450
4. Review and Ranking:
   • MFHC Grant Review and Ranking Committee reviews applications
   • Projects ranked according to CoC's Ten Year Plan
   • Renewal projects prioritized over new applications
   • Organizations notified of application status
5. Notification Timeline:
   • Applicants notified if application will be part of CoC submission
   • MFHC submits consolidated and project applications to HUD

Typical Deadlines (vary by year):

• Letter of Intent to Apply: Early August
• Project Applications: Mid-August (by 5:00 PM)
• MFHC Submission to HUD: Late October/early November
