Scoring based on rubric reflecting community needs research
For returning funded partners: formula considers RFP review scores plus previous mid-year and final report scores
Decision based on research detailing greatest community needs

Expected Outcomes

Applicants must demonstrate measurable positive change in the community beyond outputs (direct services delivered). Focus on longer-term outcomes in knowledge, behavior, skills, or condition of people served.
