Overview

2025-2026 Migrant Capacity Building and Curriculum Initiative As stated in the Elementary and Secondary Education Act (ESEA) of 1965, as amended by Every Students Succeed Act (ESSA), Title I, Part C, Sec. 1301, the purpose of this program is to: Support high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer or intersession periods, that address the unique educational needs of migratory children;Ensure that migratory children who move among the States are not penalized in any manner by disparities among the States in curriculum, graduation requirements, and challenging State academic standards;Ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic standards that all children are expected to meet;To help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to succeed in school; andHelp migratory children benefit from State and local systemic reforms. The goals of the Title I, Part C Education of Migratory Children are as follows: Meet the identified needs of migratory children that result from their migratory lifestyle to permit these children to participate effectively in school and meet the state’s academic performance standards; andAddress the unique needs of migratory children that are not addressed by services available from other federal or nonfederal sources. The overall purposes of this project are as follows: Develop and maintain resources on the Texas Migratory Education Portal (TMEP) to improve the academic outcomes of migratory children:Assisting Interstate/Intrastate Mobile Students (AIIMS) Portal;Educational Resources for Parents of K-12 Migratory Children.Provide resources to educators of migratory children and parents of migratory children and families.Provide technical assistance and support to ESC and school systems:Navigating all aspects of the TMEP and resources available to both educators and parents/families;Early literacy programs;Summer programs; andParent and Family Engagement (PFE).Facilitate parent engagement opportunities through coordination of a statewide Parent Advisory Council (PAC).To increase educational opportunities and remove barriers for migratory students when moving from one school system to another by continuing the development of a guidebook and a suite of resources to support fidelity of implementation and promote scaling of best practices.
