Winter Crisis Program

Status: Active annual program

Geographic Scope: Darke, Greene, Montgomery, and Preble counties, Ohio

Program Period: Runs through March 31 each year

Focus Areas:

  • Emergency heat assistance for households at risk of disconnection

  • Bill payment assistance

  • Bulk fuel assistance (wood, coal, pellets, propane, oil)

  • Service establishment and transfer fees
  • Eligibility Requirements:

  • Gross annual household income at or below 175% of federal poverty line ($54,600 for family of four as of 2025)

  • At least one of the following circumstances:

  • - Heat has been disconnected
    - Disconnection notice has been received
    - Need to establish new service
    - Need to pay to transfer service
    - Bulk fuel users with less than 10-day supply
    - Defaulted on PIPP (Percentage of Income Payment Plan) payments

  • Appointments required (in-person or by phone)

  • Appointments opened in blocks approximately once weekly during crisis period

  • Disconnection hold available if pending notice provided (must schedule 48 hours before scheduled disconnection)

  • Walk-in services available with limited capacity

    Winter Crisis Program Application Process

    1. Start Application Online or on Paper
    - Visit energyhelp.ohio.gov and start application online
    - OR print paper application from miamivalleycap.org
    - Starting before appointment is recommended to speed up the process

    2. Schedule Appointment
    - Montgomery County: Online at www.miamivalleycap.org or call (937) 514-4777
    - Darke County: Phone appointment at (937) 548-8143
    - Greene County: In-person appointment, call (937) 376-7747 (Mon, Tue, Thu)
    - Preble County: In-person appointment, call (937) 456-2800
    - Appointments held approximately once per week during crisis period

    3. Attend Appointment (In-Person or Phone)
    - Bring all required documentation
    - Support staff will review application for completeness
    - Receive time for phone appointment or additional instructions
    - Note: If disconnection notice pending, provide account number during scheduling to place hold; appointment must be at least 48 hours before scheduled disconnection

    4. Alternative: Walk-In Service
    - Limited walk-ins accepted at all offices
    - Bring documents and support staff will review
    - Receive phone appointment time or additional instructions

    Required Documentation

    • Income Information: Last 30 days of income for all household members 18+ years old
    • - Check stubs, Social Security statements, child support documentation - "No income" members must complete no income form; additional documentation may be requested
    • Citizenship Proof: For all household members
    • Utility Bills: Most recent electric and gas bills
    • Medical Proof (if applicable): Documentation signed by licensed physician or registered nurse practitioner
