Winter Crisis Program

Eligibility Requirements:

Gross annual household income at or below 175% of federal poverty line ($54,600 for family of four as of 2025)

At least one of the following circumstances:

- Heat has been disconnected
- Disconnection notice has been received
- Need to establish new service
- Need to pay to transfer service
- Bulk fuel users with less than 10-day supply
- Defaulted on PIPP (Percentage of Income Payment Plan) payments

Disconnection hold available if pending notice provided (must schedule 48 hours before scheduled disconnection)

1. Start Application Online or on Paper

- Starting before appointment is recommended to speed up the process

2. Schedule Appointment
