  • Program Overview:
    Federal funds made available through the US Department of Homeland Security's Federal Emergency Management Agency (FEMA). Funding levels are determined by federal employment and poverty statistics.

    Eligible Uses:

  • Emergency food and shelter for individuals and families

  • Assistance for rent/mortgage payments to help people stay in their current housing
  • Eligible Applicants:
    Local governmental or private voluntary organizations must:

  • Be non-profit

  • Have an accounting system and conduct an annual audit

  • Practice non-discrimination

  • Have demonstrated capacity to deliver emergency food and/or shelter programs

  • If a private voluntary organization, must have a voluntary board

  • Must not have any outstanding compliance issues with EFSP
  • Administration:
    A local board coordinated by West Central MN Communities Action, made up of representatives from various community organizations, determines fund distribution among local service organizations.

    2. There will be a separate application per phase of funding (Phase 39 and Phase ARPA)
    3. Submit completed applications by 12:00 PM on May 24, 2022
    4. Late or incomplete applications will not be accepted

  • Proof of non-profit status

  • Evidence of accounting system and annual audit

  • Non-discrimination policy

  • Demonstration of capacity to deliver emergency food and/or shelter programs

  • Voluntary board documentation (if applicable)

  • Confirmation of no outstanding EFSP compliance issues
