Overview

The Texas Education Agency (TEA), as the pass-through entity, is the grantee from the U.S. Department of Education (USDE) and TEA awards subgrants to non-federal entities such as local educational agencies (LEAs), including school districts, charter schools, and education service centers, and to a lesser degree institutions of higher education (IHEs), and nonprofit organizations (NPOs) who are the agency’s subgrantees. Statewide ESSA Title I, Part A Capacity Building Initiative Grant Program The purpose of the Title I, Part A Capacity Building Initiative is to work cooperatively with the Federal Program Compliance Division and Department of Grant Compliance and Administration to develop and provide resources to ESCs and LEAs statewide to assist in implementing Title I, Part A; Title I, Part D; and Title I Private Nonprofit School (PNP) Equitable Services programs to increase the opportunity for all students in meeting the State’s content, student performance standards, and grant fiscal rules, regulations, and requirements. TEA’s strategic vision for ESSA is to improve student achievement, to ensure LEAs have sufficient guidance and technical assistance to meet federal compliance requirements, to strengthen the quality of local ESSA programs, and to promote coordinated use of funds for best practices aligned to TEA Strategic Priorities in the ESSA Consolidated State Plan. The Capacity Building Initiative will develop and provide training, resources, guidance, and build capacity knowledge in all areas of the Title I, Part A, Title I, Part D, and Title I Private Nonprofit (PNP) Equitable Services (ES) programs for the 20 ESCs and their LEAs within respective regions. The Initiative grant will also provide resources and train ESCs and LEAs directly through regional and statewide conferences and training sessions. Funding is open to only Regional Education Service Centers (ESCs) for one (1) award, and the general allowable activities and use of funds include: Payroll costs Professional and contracted servicesConsumable and durable supplies and materialsActivities to meet the Title I, Part A Statutory and TEA Program Requirements of the grant program in accordance with TEA grant rules and federal EDGAR regulations.
