Solid Waste Disposal and Recycling Project Funding The Department of Environment and Natural Resources is committed to improving and maintaining solid waste disposal and recycling capabilities throughout the state. Grants and low-interest loans, offered through the Board of Water and Natural Resources, are available for these purposes. Funding Sources Funding for solid waste disposal and recycling projects is provided primarily through the Solid Waste Management program. Solid waste disposal projects with groundwater protection features can receive loans through the Clean Water State Revolving Fund program as a nonpoint source project. Applicants for projects that involve construction of a solid waste disposal cell and are requesting funding of $500,000 or more should expect to receive some portion of funding as a loan from the Clean Water SRF program. Applicants meeting those criteria must satisfy certain requirements associated with the Clean Water SRF program and be included on the State Water Facilities Plan portion of the State Water Plan.

Eligible applicants include individuals, partnerships, limited liability companies, corporations, counties, cooperatives, municipalities, regional or state-wide planning agencies, federally recognized Indian tribes or special purpose districts that have the authority to construct or operate solid waste, waste tire or recycling facilities.Projects should address one of the following:Solid Waste Management Hierarchy in descending order of preference as outlined in SDCL 34A-6-1.2.Volume reduction at the source;Recycling and reuse;Use for energy production;Disposal in landfill or combustion for volume reduction;Potential cost savings, public health, or environmental benefits in solid waste management.Borrowers meeting the criteria of a disadvantaged community may be eligible for reduced interest rates and a term up to 30 years. Municipalities, intermunicipal and interstate agencies may be eligible for extended term financing for 21-30 years.
