Request for Proposals for a Grantee to Provide Psychiatric Residential Treatment Services for Individuals Under 21 through the Psychiatric Residential Treatment Facility Medicaid Benefit New Providers Only Objective of RFP The Minnesota Department of Human Services, through its Behavioral Health Administration (STATE), is seeking Proposals from qualified Responders (new PRTF providers) to provide psychiatric residential treatment services in the State of Minnesota for individuals 21 and under who have complex mental health treatment needs under the Psychiatric Residential Treatment Facility (PRTF) Medicaid Benefit. as provided for in Title 42 Code of Federal Regulations (C.F.R.) § 441.150. New PRTF providers are defined as those that 1) are not currently but seek to become a PRTF site and 2) do not currently contract with the STATE as a PRTF provider. The term of any resulting contract is anticipated to be from December 1, 2025, until June 30, 2027. STATE may extend the contract up to a total of five (5) years.
