Pennsylvania Environmental Council's Mini-Grant Programs The Pennsylvania Environmental Council (PEC) and our supporting organization the Pennsylvania Organization for Watersheds and Rivers (POWR) currently administer eight mini-grant programs. Each program is unique with specific goals and objectives but all focus on one or more of the following areas of interest: land and water trails; outdoor recreation; resource protection and conservation; and community engagement. Northeast Environmental Partnership Awards The Northeastern Pennsylvania Environmental Partnership Awards are presented annually to recognize the achievements of individuals or organizations that, through partnerships, have achieved excellence in environmental protection or conservation. The Evening also showcases the recipient of the Thomas P. Shelburne Environmental Leadership Award, which was established to recognize an individual who stands out for his or her lifetime achievement and long-term commitment to environmental quality through inspirational leadership, dedication, and commitment to partnering. The 2025 Emerging Environmental Leader Award will also be awarded to an individual 30 years of age and under who demonstrates environmental leadership, creativity, and dedication to inspire others to adopt similar actions to protect the environment.Eligibility

The Partnership Awards are open to any organization, individual, company, or project that has had a positive impact on the environment in Northeastern Pennsylvania. Nominees for the awards must be located within the following counties: Bradford, Carbon, Columbia, Lackawanna, Lehigh, Luzerne, Monroe, Montour, Northampton, Northumberland, Pike, Schuylkill, Sullivan, Susquehanna, Wayne, and Wyoming.
