PASSHE Scholarship Program

Status: Active, launched January 2023

Focus Areas: Financial assistance for higher education at State System universities

Award Details:

  • Up to $2,000 per academic year for full-time students

  • Up to $1,000 per academic year for part-time students

  • Stackable with other scholarships, financial aid, and tuition discounts

  • Available for Spring and Fall semesters only
  • Eligible Universities:

  • The Commonwealth University (Bloomsburg, Lock Haven, Mansfield)

  • Cheyney University

  • East Stroudsburg University

  • Indiana University of Pennsylvania

  • Kutztown University

  • Millersville University

  • Shippensburg University

  • Slippery Rock University

  • West Chester University

  • Pennsylvania Western University (California, Clarion, Edinboro)

  • Pennsylvania Western University Global Online
  • Eligibility Requirements:

  • Employee: Permanent or non-permanent full-time or part-time employee of an approved Pennsylvania Commonwealth agency in active pay status (not annuitants)

  • Dependents: Spouse or child under age 26 (natural child, legally adopted child, stepchild, child under 18 for whom employee is legal guardian/custodian, eligible foster child, or child for whom employee is required to provide medical benefits by QMCSO or NMSN)

  • No minimum length of service requirement

  • Student must be enrolled as full-time or part-time student in degree or non-credential courses at PASSHE institution

  • Must be in good academic standing (2.0 GPA for undergraduate, 3.0 GPA for graduate)

  • Transfer students must already be accepted at PASSHE institution in good standing

  • Incoming freshmen must be accepted at PASSHE institution and committed with paid deposit

  • Non-credit-bearing course students must have high school diploma or GED
  • Eligible Commonwealth Agencies: (27 agencies listed)

  • Department of Aging, Agriculture, Banking and Securities, Community and Economic Development, Conservation and Natural Resources, Corrections, Drug and Alcohol Programs, Education, Environmental Protection, General Services, Health, Human Services, Insurance, Labor & Industry, Military and Veteran Affairs, Revenue, State, Transportation

  • Governor's Office, Governor's Office of Administration, Governor's Office of the Budget, Governor's Office of General Counsel

  • Lieutenant Governor's Office, Office of State Inspector General

  • Pennsylvania Commission on Crime and Delinquency, Emergency Management Agency, Historical and Museum Commission, Human Relations Commission, Parole Board, State Police, State Civil Service Commission
  • Special Notes:

  • Students receiving tuition waivers or other PASSHE benefits from one parent's employment are still eligible

  • Public school teachers and their dependents are NOT eligible

  • PennWest Online Global students can receive both the 20% tuition discount AND this scholarship

  • If employee retires, is terminated, dies, or divorces after verification process begins but during eligibility notification, student still receives award if employee was employed during verification

  • If student withdraws, they lose eligibility for that term

  • May receive this scholarship once per academic year but can reapply for subsequent years (priority given to first-time recipients)

    How to Apply

    1. Visit the foundation's scholarship website
    2. Log into your account or create a new account
    3. Complete the Profile Builder (student profile for current academic year - NOT the scholarship application itself)
    4. Once Profile Builder is complete, you will see a list of scholarships you are eligible for under the "My Applications Tab"
    5. If deemed eligible based on general application information, you will be able to complete the PA State System of Higher Education Scholarship Program application

    Required Documentation for Dependent Verification

    • Spouse: Marriage Certificate
    • Natural child: Copy of Birth Certificate
    • Legally adopted child: Court Adoption Decree
    • Stepchild: Copy of marriage certificate AND birth certificate indicating spouse is the parent
    • Child under 18 (legal guardian/custodian): Copy of appropriate court order
    • Eligible foster child: Documentation as required
    • Child requiring medical support: Qualified Medical Child Support Order (QMCSO) or National Medical Support Notice (NMSN)

    • Spring 2025: 11/4/2024 through 1/12/2025
    • Fall 2025: 6/2/2025 through 8/17/2025
