Background The Luling Foundation was created by charter as an institution of charity and free public learning. It is governed by a seven member Board of Trustees. Caldwell, Gonzales, and Guadalupe Counties are each represented by two trustees, while the seventh trustee is at large. The Commissioner’s Court of each respective county elects the Board of Trustees. The Foundation strives to educate visitors through tours, hands on learning, workshops, and field days. Eligibility
