For over 100 years, The Foundation for Enhancing Communities (TFEC) has been supporting the philanthropic interests of donors who want to effect change in their communities. Scholarships It is through the generosity of local individuals, families, and businesses that we are able to offer more than 190 scholarship opportunities. TFEC is the largest provider of scholarships in South Central, Pennsylvania, awarding over $1.7 million in scholarships to more than 400 local students alone through various scholarship funds administered by TFEC and through management agreements with the Samuel L. Abrams Foundation, the Leon Lowengard and Ray S. Shoemaker scholarships of BNY Mellon, N.A. and York Rotary Club. Leon I. Lock and Barbara R. Lock Scholarship The Leon I. Lock and Barbara R. Lock Scholarship fund is an endowment of The Foundation for Enhancing Communities. This scholarship is available to graduates of any high school in Cumberland, Dauphin, Franklin, Lebanon, or Perry counties who will attend Harrisburg Area Community College to study a health career. Scholarship is available to graduating seniors or to any student who graduated from high school no more than five years before the year of application. Renewability Recipients of this scholarship may apply again for three consecutive years.Eligibility
