About OSSE What Does OSSE Do? The Office of the State Superintendent of Education (OSSE) is the state education agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE serves as the District’s liaison to the US Department of Education and works closely with the District’s traditional and public charter schools to achieve its key functions. Mission As DC’s state education agency, we will set high standards, build educator and system capacity to meet those standards, expand educational opportunities for all learners with a focus on those underserved and hold everyone - including ourselves - accountable for results. Comprehensive Literacy State Development (CLSD) Kindergarten Through Grade 12 Subgrant OSSE’s CLSD subgrant will support the implementation of evidence-based practices such as building comprehensive literacy plans, ensuring competency in structured literacy, delivering high-quality literacy professional development, supplementing on-the-job literacy instructional coaching, and implementing family literacy initiatives. The purpose of these funds is to improve the language and literacy development of the District’s children and students to address and improve critical literacy resources, staff knowledge and capacity to implement evidence-based literacy instruction, and gaps in opportunity for nearly 50 percent of the District’s students who are identified as economically disadvantaged. Eligible entities can apply for CLSD funding in the following age/grade bands: (a) K – 5 and (b) 6 – 12. Eligible entities serving overlapping age/grade bands must submit an application for each group. Priority will be given to entities applying to support the highest percentage of high-need schools (as defined in the RFA) and implementing evidence-based practices and strategies (as defined in the RFA).Eligibility
