Target Funding Grants-General Operating Support

Target Funding Grants – General Operating Support (GOS) range in value up to $60,000 and support non-profit organizations focused on the behavioral health needs of children, young adults, and their families in Bucks County, Pa.

The initial GOS pilot program, completed in March 2020, was designed to give applicants flexibility to pursue their goals as they see fit, and to build a strong and sustainable infrastructure to provide programs and services that will have the greatest impact. Recipients must provide a 12-month final report.

Following submission of the LOI, FCP may schedule a pre-grant meeting with the applicant. Further, GuideStar will verify the non-profit status of each applicant, and FCP will review recent independent audits and financial statements and conduct a site visit if necessary. This due-diligence review process follows the standards set by the Council on Foundations. Only complete applications submitted by the deadline will receive consideration. Late, incomplete, or applications not aligned with FCP’s mission will not be considered. Eligibility

* Organizations exempt under Section 501(c)(3) and classified in Section 509(a)(1) or 509(a)(2) of the Internal Revenue Code.

* Mission aligns with that of FCP.
* In operation in Bucks County, PA for 10 or more years.
* Received five or more FCP grants (and completed all reports) OR received at least two FCP grants and served as a SYC host agency for at least three years.

* Recognized by a licensing or certifying organization in their field.
* Has a Board of Directors, strategic plan, policies and procedures, and active committees.
* Submit an annual review or independent audit to the PA Bureau of Charitable Organizations and has done so for the past three fiscal years.
* Prior recipients of this grant may only reapply during the third year after receiving the grant.

Ineligibility

* Government agencies and public schools are not eligible.
* Prior recipients of this grant are ineligible to receive consecutive year funding.
* FCP does not fund the following:
* Organizations not exempt under Section 501(c)(3), charitable organizations, and Section 170(c)(1), government entities, of the Internal Revenue Code
* Organizations not classified in Section 509(a)(1) or 509(a)(2) of the Internal Revenue Code
* Organizations described in section 509(a)(1) receive substantial financial support from contributions made by other publicly supported organizations, governmental units, the general public or a combination of such sources.
* By contrast, organizations described in section 509(a)(2) are publicly supported organizations that receive more than one-third of their financial support from contributions, membership fees and gross receipts from activities related to their exempt functions, and no more than one- third of their financial support from gross investment income.
* Advertising publications
* Deficit financing/debt reduction
* Individuals
* Political causes, candidates, organizations, or campaigns
* Religious activities
* Stand-alone research
* Unregistered or unqualified pass-through/umbrella organizations
* The principle of a nonprofit pass-through/umbrella agreement is to have an established nonprofit with a 501(c)(3) exemption cover applicant with its status.
* Doing so requires the established charity and the applicant to have a legal relationship that meets IRS standards.
