F-gas Reduction Incentive Program (FRIP): Commercial and Industrial Refrigeration (CA) The F-gas Reduction Incentive Program (FRIP) is a California Air Resources Board (CARB) funding program established by Senate Bill (SB) 10131 that seeks to alleviate barriers to adopting climate-friendly refrigerant technologies and to reduce emissions of hydrofluorocarbons (HFCs), which are potent greenhouse gases. As directed by the State legislature through Budget Acts 20222 and 2023, 3 allocated funding will be used to accelerate the adoption of ultra-low-global warming potential (GWP) refrigerants, defined as having a GWP <10,4 and will be administered through FRIP. This solicitation, which covers a portion of the funds allocated by the legislature, focuses on commercial and industrial refrigeration, a sector that has market-ready ultra-low-GWP refrigerant technologies available in addition to the potential for significant emission reductions. CARB’s 2020 HFC regulation5 places requirements on the GWP of refrigerants in refrigeration systems in new and existing commercial and industrial facilities. This solicitation focuses on incentives for existing facilities, which face financial and technical challenges in transitioning to ultra-low-GWP refrigerant technologies compared to new facilities. Funding The total funding available in this solicitation is $38.5 million to increase the adoption of ultra-low-GWP (i.e., GWP <10) refrigerant technologies for commercial and industrial refrigeration in existing facilities with >50 pounds of high-GWP refrigerant in at least one refrigeration system. This requirement aligns with the regulatory requirements for refrigeration facilities to report under RMP. Facilities located in disadvantaged and low-income communities (collectively referred to as priority communities) and independent facilities will be prioritized for funding through increased incentive awards, outreach, and application and technical assistance.Eligibility
