External Agency Fund: Office of Social Services External Agency Fund Applications Being Accepted On Friday, January 31, 2025, Louisville Metro Government (LMG) will begin accepting applications from local non-profit organizations for programs or activities that align with the mayor’s strategic goals. These grants, which are funded through the city’s General Fund, are awarded to non-governmental or "external” agencies through External Agency Funds (EAF) for LMG fiscal year 2026 (July 1, 2025, through June 30, 2026). Overview RCS Mission: “To promote stability and advance equity by leveraging relationships with partners and connecting residents with essential resources.”RCS FY26 EAF priorities: RCS priorities align with Mayor Greenberg’s commitment to safe and healthy streets and equitable access to essential services for underserved populations.RCS Strategic Goals: Housing and support services for homeless community members in the following groups: Senior population (age 55+)Diagnosed with a physical or mental disability Re-entry from a carceral, treatment setting including those convicted of serious crimesYoung adults (age 18-25) Families that include children Support services is further defined to include case management, transitional housing, skillbuilding, or technical training that leads to new or increased employment, and results-driven financial education for the identified populations. RCS employs a competitive granting strategy and strives to award funding to agencies that demonstrate a measurable positive impact in the community and are good stewards of taxpayer dollars. Our goal is to invest in programs that achieve the most effective and efficient results. Successful grantees will be required to report on their success in meeting goals and outcomes on a quarterly basis.

Non-profit organizations must align with RCS’s mission, priorities, and strategic goals.This year, the selected partners will offer housing and support services to homeless community members in the groups outlined in the overview.Support services must be directly related to housing.For example, a senior serving organization providing meals but does not target unhoused seniors would not qualify based on the priorities.RCS encourages applicants to submit funding requests in line with each program’s needs.For FY26 the minimum amount you may request is $25,000.EAF applicants must be incorporated as non-profit corporations, qualified to do business in the Commonwealth of Kentucky as a registered organization in good standing with the Kentucky Secretary of State.Visit Business Filings & Records Online Services for more information.EAF applicants must already have or have applied for 501(c)3 tax-exempt status with the Internal Revenue Service.EAF applicants are required to be registered with the Louisville Metro Revenue Commission and must have accounts in “okay” status with the Commission.Agencies that have “Contracted” employees are required to ensure those employees are registered with the Louisville Metro Revenue Commission and those contracted must be in “okay” status with the Commission.Account numbers for agencies and contracted employees are to be provided for monitoring purposes.EAF applications must be for programs that will serve the residents of Louisville/Jefferson County, Kentucky. Your program must have been in existence for a minimum of 2 years prior to January 1, 2025, in order to apply for EAF funding.Louisville Metro Government permits applicants to use artificial intelligence (AI) tools when completing External Agency Fund (EAF) grant applications. Applicants are reminded that they are responsible for reviewing all AI-generated content to ensure accuracy, appropriateness, and alignment with the EAF requirements. Submissions will be evaluated as final and are subject to the same standards as non-AI-generated application.

Ineligibility

If your program does not meet one of the above priorities, your application will be marked as ineligible. We will not award any funding below $25,000. Funding could be jeopardized for any agency if they or their contracted employee is not in “okay” status with the Commission.Religious activities such as proselytizing, prayer, religious study, distribution of religious materials, etc. may not be included in any program funded by EAF.Lobbying is ProhibitedFor the purposes of this application process, lobbying means any oral or written communications by an EAF applicant and/or representative(s) employed or retained by them, with members of the Louisville Metro Council and/or staff and Louisville Metro Government Officials and/or staff, to attempt to influence the outcome of the EAF process. Prohibited lobbying activities include, but are not limited to:Any attempt to influence the outcome of the EAF process, through in-kind or cash contributions, endorsements, publicity, or similar activities.Any attempt to influence the outcome of the EAF process through communication with any panel member or employee of Louisville Metro Government.Any attempt to influence the EAF process by preparation, distribution or use of publicity or propaganda, or by urging members of the general public or any segment thereof to contribute to or participate in any mass demonstration, march, rally, fundraising drive, lobbying campaign, or letter writing or telephone campaign.Any attempt to improperly influence, either directly or indirectly, an employee or officer of Louisville Metro Government to consider or act regarding the EAF process.
