Funder: Trustees of the New Castle Common

Geographic Scope: City of New Castle, Delaware (19720 zip code within city limits)

Overview: The Trustees award education scholarships to local students pursuing associate and bachelor's degrees at accredited colleges and universities. These scholarships are for tuition only. Funded applicants from previous years who continue to be a student in good standing are invited to re-apply for scholarship funding each year.

Who Qualifies

  • Applicant must be a full-time resident of the City of New Castle
  • If applicant is a dependent, their parent or guardian must also be a full-time resident of the City of New Castle
  • Applicant must be a high school graduate entering or returning to an accredited undergraduate college or university as a full-time student in the upcoming semester
  • Applicants currently enrolled in high school must have a letter of acceptance from a college or university (attach to application)

Residency Verification

City of New Castle Residency Requirement: A mailing address of New Castle, DE or a zip code of 19720 does not necessarily signify City of New Castle residency.

Utility Bill Test: City of New Castle residents receive a monthly electric and water utility bill from the Municipal Services Commission (MSC). Residents living in the 19720 zip code but outside of the City will receive a utility bill from Delmarva Power (or another non-MSC provider) and are ineligible for the scholarship program.

  • Enter property address and click search

  • Look for "Incorporated in NEWCASTLE PROPERTY TAX AREA" in the Municipal Info section

  • Confirm you have an MSC utility bill

    • Scholarships are for tuition only
    • Students may receive scholarships for up to 4 years of undergraduate study
    • Extensions may be considered for extenuating circumstances (illness, change of majors, pandemics, etc.)
    • Official transcripts must be submitted (not unofficial/printed versions)
    • Student ID number required
    • College/University Financial Office address required for check processing
    • Must notify office immediately if relocating outside City limits (will no longer qualify)
    • Final transcript required upon graduation

    Scholarship Committee

    • Consists of 4-5 volunteer community members
    • No Trustees serve on the committee
    • Secretary serves as liaison between committee and Trust

    Application Process

    1. Read Instructions Carefully: Review the Scholarship Application Instructions before completing the form
    2. Complete Online Form: Submit the Online Scholarship Application Form
    3. Submit Official Transcript: Request an official transcript directly from your educational institution to be sent to the Trustees office (electronic transcripts recommended for faster delivery)
    4. Attach Letter of Acceptance: If currently enrolled in high school, attach your college/university acceptance letter
    5. Provide Student ID: Include your college/university student ID number
    6. Provide Financial Office Address: Include your institution's Financial Office address (not general school address) to expedite check processing

    Deadline

    The 2026 Fall Scholarship Application must be completed and received in the Trustees office by July 1, 2026. This applies to both previously funded applicants and new applicants.
