Community Foundation of Howard County The Community Foundation of Howard County (CFHC) is a 501(c)(3) nonprofit public charity with the goal of improving the quality of life in Howard County, primarily through endowment building and coordinated grant-making services. Scholarships The Community Foundation of Howard County works with local philanthropists to provide scholarships to Howard County students who show exceptional promise. Each scholarship is uniquely designed to meet the donors eligibility requirements. Doug Parker Scholarship This $2,500 scholarship is available to a Howard County High School student currently in their senior year and planning to attend college; which and has shown a commitment to community involvement, academics, and sportsmanship.
