Lilly Endowment Community Scholarship This scholarship provides one student living in Decatur County with a full-tuition payment and required fees for a four-year bachelor's degree program at any public or private accredited college or university in Indiana. The recipient will also receive a $900 stipend each year to purchase required books and equipment. The Lilly Endowment Community Scholarship Program is administered by Independent Colleges of Indiana (ICI). The Decatur County Community Foundation will make recommendations to ICI on the nominee. ICI will then determine whether to accept or deny the Foundation’s recommendation.
