Overview

The City of Spokane's Community, Housing, and Human Services (CHHS) is the department that manages various state and federal grants that enhance low-to-moderate income neighborhoods, foster economic development, create and sustain affordable housing, provide public service, fair housing education and awareness, and mitigate lead hazards in low-to-moderate income households. The department partners with area social services agencies rather than providing direct service to clients. Our primary function is administering the funds that the city receives from the federal, state and local governments to address homelessness. Our mission is to increase affordable housing in Spokane and expand and improve coordination and services for people experiencing homelessness in our community. Daytime Navigation Center The City of Spokane, through CHHS has established a Day Drop-In Housing Navigation Center (HNC) that will provide quick and seamless access to shelter and community resources. The City is seeking an experienced and eligible organization to operate the Daytime HNC. The HNC will serve as the first point of contact for community members experiencing homelessness and who are seeking emergency shelter and other services. This daytime drop-in center will be the referral clearing house to efficiently and appropriately connect households to various emergency shelters in the City. The awarded agency will coordinate with community partners that will bring critical services on site during business hours and ensure individuals accessing assistance at the HNC can address a myriad of needs in one location. This should include but is not limited to medical, behavioral health, documentation, veterinarian care (or animal documentation), coordinated entry and other housing services.
