Overview

HUD Certified Housing Counselor Services The Community, Housing and Human Services (CHHS) Department is announcing an urgent NOFA for HUD Certified Housing Counselor services serving the Spokane region. CHHS recently learned of federal funding cuts which are set to severely impact agencies who provide these critical services on July 1, 2025. These housing services prevented over 700 foreclosures last year, serving as a key strategy and tool for helping low-income homeowners maintain their housing. While the City anticipates RFP's later in the summer providing a longer-term funding option for these critical services, we are providing an urgent RFP to sustain critical work for eligible agencies. The most competitive proposals must be able to clearly demonstrate the following: Experience providing HUD Certified Housing Counseling ServicesData demonstrating program success and housing stability for clientsHave an existing program at risk of 50% or higher in total program revenue reduction based on federal funding cuts. Through this NOFA the City is seeking to quickly and directly provide gap funding for impacted HUD Certified Housing Counselor programs, impacted by federal budget cuts. This gap funding is intended to give agencies adequate time to identify and compete for longer term funding solutions for this critical community work.
