Continuum of Care (CoC) Program

Lead Agency: One Roof (Central Alabama Continuum of Care - AL-500)

Geographic Scope: Central Alabama region (AL-500 CoC)

Program Purpose: The Continuum of Care (CoC) Program is designed to promote community wide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit providers and State and local governments and promoting access to and effective utilization of mainstream programs by homeless individuals and families.

Total Funding: The continuum brings in approximately $10 million dollars annually for funding to agencies who provide housing services

Eligibility Requirements - To be considered for HUD funding, an agency must:

• Attend 80% of membership meetings
• Be current in membership dues
• Participate in One Roof events (Point In Time, Cardboard Connect, etc.)
• Participate in Coordinated Entry and in HMIS (unless a Victim Services Provider)

Project Selection Process:

• Each year the continuum votes and ranks which projects will be funded for the next year grant cycle

Current Status (FY 2024-2025):

• Under the FY 2024–2025 CoC NOFO and pursuant to a preliminary injunction issued by the U.S. District Court for the District of Rhode Island, HUD is currently limiting funding availability to renewal projects previously awarded in the FY 2024 CoC Program Competition
• No additional new funding is currently available to the CoC at this time
• All eligible renewal projects from FY 2024 are being renewed based on prior approved applications
• New project applications for CoC Bonus funds and Domestic Violence (DV) Bonus funds have been received and will be held under consideration for when HUD makes additional funding available

Application Process

FY 2025 CoC Competition:

• Applications are submitted through HUD's Notice of Funding Opportunity (NOFO)
• One Roof serves as the Collaborative Applicant responsible for submitting applications to HUD

For Renewal Projects (FY 2024-2025):

• Renewal projects use their FY 2024 project applications
• Projects must meet threshold requirements and satisfy AL-500 CoC's local performance standards
• Resubmission based on prior approved applications

For New Projects:

• New project applications must follow the FY 2025 Request for Proposals (RFP)
• Projects are rated and ranked using appropriate rating tools based on project type:
  • Renewal PSH Rating Tool
  • Renewal TH/RRH Rating Tool
  • New TH Rating Tool
  • New SSO Standalone Rating Tool
  • New SSO Street Outreach Rating Tool
  • New and Renewal Project Threshold Requirements
