Community Grant Program

Funder: Mason County Community Foundation (MCCF, Inc.)

Geographic Scope: Mason County, WV (applicant must be located in Mason County or program must serve Mason County residents)

  • Capital and Equipment Projects (renovation, construction, major equipment purchase, major facility repairs)

  • Program Development (new services, program expansion)

  • Capacity Building (technical assistance, training)

  • Operating Support (for 501(c)(3) organizations only)
  • Eligibility Requirements

    Eligible Applicants:

  • Private, non-profit organizations with 501(c)(3) tax-exempt status

  • Public institutions (public schools, government agencies)

  • NOT individuals
  • Operating Support Eligibility (501(c)(3) only):

  • Must provide essential community services or programs meeting basic human needs

  • Minimum 5 years continuous operation with proven track record

  • Sound financial history

  • Strong management capacity

  • For financial stability: must document increased demand, unexpected reduction in funding, or specific financial challenge with mitigation plan; must show cost-reduction/revenue-enhancement analysis; must complete organizational assessment with realistic stabilization plan

  • For organizational capacity: must present realistic growth plan; must outline adequate funding plan upon grant completion

  • Can request renewal for up to 3 years total (one year at a time, not automatic)

  • Limited number of operating support grants awarded per cycle
  • Restrictions:

  • Organizations receiving grant in any cycle are ineligible for funding in immediate next cycle (unless approved by board for reapplication)

  • One application per grant cycle (exceptions for multi-site organizations with separate governance structures)

  • Requests over $10,000 require prior Foundation approval

  • After two declines, organization cannot submit same project again

  • After three declines, must wait 12 months before reapplication
  • What Will NOT Be Funded

    • Annual campaigns
    • Endowments
    • Sectarian religious purposes
    • Political purposes or lobbying activities
    • Retiring existing obligations, debts, or liabilities
    • Student travel or participation in meetings/seminars/study exchange programs
    • Labor and wages
    • Food/beverages (unless prior Board approval)
    • Playground equipment over $1,000 (unless prior board approval)

    Public School Requirements:

  • Must be Board of Education approved project

  • Application and financials must be signed by school Principal

    Application Process

    Deadlines:

  • Applications must be postmarked by deadline or delivered to drop box
  • Application Method:

    1. List of officers and board members with titles and contact information
    2. Financial report for most recently completed fiscal year (preferably audited), showing income and expenses
    3. For 501(c)(3) organizations: Copy of most recent 990 tax return or 990-N postcard AND copy of IRS 501(c)(3) tax-exempt designation letter (NOT required for government agencies and public schools)
    4. Current annual organization operating budget, showing income and expenses
    5. Actual estimates or invoices of items to be reimbursed
    6. Budget Attachment Page (Excel worksheet)

    Project Narrative (Max 1 page):

  • Goals & Objectives

  • Methods

  • Workplan

  • Timeline
  • Application Checklist:
    1. Application does not exceed 5-page limit
    2. All required attachments included
    3. One-sentence project description provided
    4. Exact use of funds and request amount stated
    5. For resubmissions: explanation of changes since prior submission and confirmation of staff discussion
    6. Signature of Director (top paid staff) or Board Chair
    7. For school projects: Board of Education approval signature
