2025-2026 ESC IDEA-B Preschool Grant

The 2025-2026 ESC IDEA-B Preschool program, administered by the Texas Education Agency, allocates funds to 20 regional education service centers. These funds support local educational agencies in providing free appropriate public education to children with disabilities aged 3-5. The initiative emphasizes professional development, technical assistance, and coordination with the state's Early Learning Initiative, ensuring that every child receives the necessary resources and support for their educational needs.

The Texas Education Agency (TEA), as the pass-through entity, is the grantee from the U.S. Department of Education (USDE) and TEA awards subgrants to non-federal entities such as local educational agencies (LEAs), including school districts, charter schools, and education service centers, and to a lesser degree institutions of higher education (IHEs), and nonprofit organizations (NPOs) who are the agency’s subgrantees.
The purpose of the program is to provide funds to the 20 regional education service centers for delivering technical assistance and support to school districts and charter schools regarding the provision of a free appropriate public education (FAPE) to children with disabilities, ages 3 through 5. These funds shall be used to the extent appropriate and allowable to coordinate professional development, technical assistance, and support activities with the state’s Early Learning Initiative within each service center region.
