Overview

The Texas Education Agency (TEA), as the pass-through entity, is the grantee from the U.S. Department of Education (USDE) and TEA awards subgrants to non-federal entities such as local educational agencies (LEAs), including school districts, charter schools, and education service centers, and to a lesser degree institutions of higher education (IHEs), and nonprofit organizations (NPOs) who are the agency’s subgrantees. 2025-2026 Bluebonnet Learning Adoption and Implementation Supports Grant The purpose of the grant is to provide support for Educational Service Centers (ESCs) with the adoption and implementation of Bluebonnet Learning. This includes training for teachers, coaches, and school leaders to support the adoption and implementation of Bluebonnet Learning materials. ESCs will designate a Program Lead (PL) to oversee a team of campus and district coaches to implement capacity-building experiences across their region. The PL will establish partnerships with LEAs, analyze market share and school improvement trends, and create a robust vision for LEA impact. They will leverage their expertise and that of their team to lead LEAs through training, implementation support, and coaching, with a focus on best practices in instructional leadership and High-Quality Instructional Materials (HQIM) implementation.
