The organization’s stated mission is to support health care institutions within Texas, primarily in the Greater Houston area. Its stated areas of interest include access to primary and specialty care for uninsured and underinsured people, integrating mental and behavioral health into primary care, collaboration among local medical institutions, and training medical providers in best practices. Proposed requests must include direct health care services or a direct health care service component.

The trust describes eligible applicants as nonprofit, tax-exempt organizations under Section 501(c)(3) that are not private foundations under Section 509(a).
