Overview: The York Federal Fellows is a yearlong professional and personal development program designed for current executive directors, CEOs, and strategic leaders in nonprofit organizations, educational institutions, and government in York County, PA.

  • Executive-level employees being groomed for C-Suite positions

Required Sector: Nonprofit organizations, educational institutions, or government agencies in York County, PA

Class Size: 3 Fellows per year

    Selection Criteria

    The selection committee prioritizes applicants with:
  • Demonstrated strategic leadership within one's field
  • Collaborative approach to leadership within the York Community
  • Alignment with the mission, vision, and values of the White Rose Leadership Institute
  • Years of leadership experience in nonprofit, educational, or governmental institutions
  • Professional and personal goals that are strong and relevant
  • Plans that meaningfully increase capacity as a community leader
  • Ambitious plans that stretch boundaries or are otherwise unattainable without the fellowship
  • Plans that add value to the York County nonprofit community

    Program Components

  • Yearlong professional and personal development program
  • Monthly cohort meetings with fellow class members
  • Periodic social meetings with alumni
  • Fellowship budget and activity approval process
  • Post-fellowship reporting requirements
  • Expected ongoing engagement with WRLI (events, committees, board service)

How to Apply

York Federal Fellows Application Process

Step One: Application of Interest
1. Complete a 5-question demographic Application of Interest Form
2. This form connects you with a member of the YFF Ambassador Committee
3. YFF Ambassadors serve as resources (non-evaluative role) to guide you through the process

Step Two: Complete Online Application
1. Draft your Fellowship Application in Microsoft Word
2. Copy and paste content into the Online Application Form when ready
3. Submit supporting documents as listed below

    Application Deadline

  • Peer Reader Feedback Deadline: To be announced in August 2025 (optional peer review)
  • Final Application Deadline: Typically towards the end of September each year
  • Next Expected Deadline (2026): September 30, 2026

  • Letter of endorsement from Board President or Board Officer

  • Letter of endorsement from Executive Director or CEO (if applicable)

  • Optional: Letter of recommendation from YFF Alumnus/Alumna
  • Selection Process

    1. Peer Reader Review (Optional): Single volunteer peer reader evaluates applications for completeness and adherence to question intent 2. Selection Committee Review: 10-person YFF Selection Committee evaluates all applications using a Selection Rubric 3. Committee Scoring: Each committee member scores applications 4. Committee Meeting: Discussion begins with highest-scoring application and proceeds through all applications 5. Selection: Top-scoring applicants are selected based on available seats (3 per year) 6. Announcement: Selected Fellows announced at White Rose Leadership Institute Annual Meeting (November) 7. Personal Communication: All applicants receive personal communications regarding selection status 8. Feedback Available: Applicants not selected are encouraged to seek feedback and reapply

      Post-Selection Requirements

    • Significant changes to fellowship activities and/or budget must be submitted in writing and approved by the board
    • WRLI Board reserves the right to revoke award if circumstances dictate
    • Post-fellowship report including receipts required upon completion of Fellowship Year
    • Fellows expected to add themselves to YFF directory
    • Fellows invited and expected to continue engagement with WRLI (events, committees, board service)
