The selection was made by a National Board chaired by the Federal Emergency Management Agency (FEMA) of the U.S. Department of Homeland Security, composed of representatives from the American Red Cross, Catholic Charities USA, National Council of the Churches of Christ in the USA, Jewish Federations of North America, The Salvation Army, and United Way Worldwide.
Local Board Role: A Local Board composed of Ministerial Associations, American Red Cross, DSM (Department of Social Services/Management), and other entities determines how funds are distributed among emergency food and shelter programs managed by local service agencies.

Eligibility Requirements: Local agencies selected to receive funds must:
1. Be private voluntary nonprofits or government units
2. Be eligible to receive federal funds
3. Have an accounting system
4. Practice non-discrimination
5. Have demonstrated capacity to provide emergency food and/or shelter programs
6. If a private voluntary organization, have a voluntary board of directors
