Program Description: This program provides federal funding to complement emergency food and shelter programs in Utah County. The selection was made by a National Board chaired by the Federal Emergency Management Agency (FEMA) of the U.S. Department of Homeland Security, composed of representatives from the American Red Cross, Catholic Charities USA, National Council of the Churches of Christ in the USA, Jewish Federations of North America, The Salvation Army, and United Way Worldwide.

Local Board Role: A Local Board composed of Ministerial Associations, American Red Cross, DSM (Department of Social Services/Management), and other entities determines how funds are distributed among emergency food and shelter programs managed by local service agencies.

Focus Areas/Priorities:

  • Housing for single individuals and homeless families

  • Prevention of homelessness through rental assistance and housing placement

  • Food assistance for emergency economic hardship

  • Mortgage assistance to prevent homelessness
  • Eligibility Requirements: Local agencies selected to receive funds must:
    1. Be private voluntary nonprofits or government units
    2. Be eligible to receive federal funds
    3. Have an accounting system
    4. Practice non-discrimination
    5. Have demonstrated capacity to provide emergency food and/or shelter programs
    6. If a private voluntary organization, have a voluntary board of directors
