Overview

Tribal Finance Program

Overview: A partnership program with CliftonLarsenAllen to support Native nations in building their financial capacity through a cohort-based, two-year learning experience.

Program Status: Currently in planning stages for next cohort

Geographic Scope: Native nations in Mni Sota Makoce, North Dakota, and South Dakota region

Eligibility & Participation:

  • Native nations may select up to five participants per nation

  • Participants should include: elected officials, finance department leadership, and other relevant staff

  • Diverse team composition encouraged (both elected leaders and staff)
  • Commitment Requirements:

  • Pass a Tribal Resolution in support of participation

  • Share financial data for initial assessments (kept confidential)

  • Participate in full two-year program, including all convenings

  • Share experience with peers

  • Ensure all participants are fully vaccinated against COVID-19 before in-person convenings
  • Program Coverage:

  • NGC covers all costs related to convening lodging, meals, and supplies for program participants
  • Program Timeline:

    Pre-Program:

  • Fall: Meet with interested Native nations and outline participant lists

  • Winter: Finalize project agreements and participant lists
  • Year 1:

  • Winter: Program kickoff

  • Spring: Tribal Finance assessments

  • Fall-Winter: In-person and virtual convenings
  • Year 2:

  • Continued in-person and virtual convenings

  • Monthly mentor meetings

  • Completion of each nation's grant reporting

  • Content and schedule finalized based on previous cohort learnings
  • Financial Assessments: Help participants identify current state of nation's financial systems, vision for future, and needs to address during program
