The Honorable George E. Hoffer Second Chance Memorial Scholarship

    Award Structure

    The scholarship follows a unique four-year commitment structure that grows with the student:

  • Year 4: $4,000
  • Total possible: Up to $10,000 over four years

Funds are sent directly to the student's college or university to offset tuition and other educational expenses. Recipients must maintain good academic standing to continue receiving awards.

    Eligibility Requirements

  • Age: 16 years or older
  • Residency: Must reside in Cumberland County, Pennsylvania
  • Nomination: Must be nominated by a Juvenile Probation Officer (past or present)
  • References: Two letters of personal reference required, including one from their probation officer
  • Academic Status: Must be accepted as part-time or full-time student at an approved institution of learning (college, university, or other approved learning institution)
  • Essay: Must submit a personal essay describing how involvement with the Juvenile Court has shaped their life and what their future goals are

    Selection Process

  • Applications reviewed by the Chief Juvenile Probation Officer, a designated probation line staff officer, and the Juvenile Court Judge
  • Final approval rests with the Cumberland County Bar Foundation Board of Trustees
  • Award recipient(s) chosen by July 1

    Ongoing Requirements

  • As a condition of the award, each recipient must provide a yearly written update to Mrs. Ann Hoffer, widow of Judge Hoffer, sharing their progress and educational journey
  • Hoffer Scholarship Committee reviews the program annually
