Overview

Strategic Management Planning Program (STMP) The Strategic Management Planning Program (STMP) was designed as a pre-emptive step for local governments to develop long-term financial management, administrative, service delivery and economic development strategies that the local government can implement to avert a fiscal crisis and provide fiscal stability. The Strategic Management Planning Program supports municipalities by offering grants that can be used to fund costs associated with hiring an independent financial consultant to prepare a three to five-year financial plan and management review of their municipality. The plan will outline short and long term financial, managerial and economic development strategies that the municipality can consider implementing to possibly strengthen their financial capacity. The program provides fiscal stability to Pennsylvania’s local governments. The program is administered by the Governor’s Center for Local Government Services (GCLGS) in the Department of Community and Economic Development (DCED).
