Stormwater Local Assistance Fund (SLAF) Program

Geographic Scope: Virginia

Focus Areas:

• Stormwater best management practices (BMPs)
• Water quality pollutant load reduction
• Total Nitrogen (TN) and Total Phosphorus (TP) reductions
• Cost-efficient stormwater infrastructure implementation

Eligible Applicants:

• Local governments in Virginia
• Financially stressed localities may qualify for enhanced funding

Funding Details:

• Matching Requirements: Previously capped at 50% of project costs; updated guidelines allow localities with above-average financial stress to obtain more than 50% of project cost through SLAF grants
• Nutrient Scoring: Total Phosphorus (TP) used as primary nutrient of concern; Total Nitrogen (TN) scores converted to TP equivalents using Virginia's Chesapeake Bay TMDL Phase III Watershed Implementation Plan guidelines

• Program established in Virginia's 2013-2014 budget
• WSSI has supported numerous localities through more than three dozen SLAF grant applications and projects
• Recent amendments to §62.1-44.15:29.1 Code of Virginia updated program guidelines
