Solano Workforce Stability Grant Program - Mare Island Dry Dock Closure

Overview: The Workforce Development Board of Solano County is offering grant funding to support small businesses impacted by the closure of Mare Island Dry Dock in Vallejo.

Purpose: Funding is intended to support business stabilization and layoff aversion by helping businesses adapt operations and retain employees.

Geographic Scope: Solano County, CA, specifically businesses impacted by Mare Island Dry Dock closure in Vallejo

Award Amount: Up to $10,000

Funding Source: Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker Program, using Rapid Response Additional Assistance funds, administered by the California Employment Development Department (EDD)

    Eligibility

  • Small businesses impacted by the Mare Island Dry Dock closure in Vallejo
  • Valid business license required
  • Completed IRS Form W-9 required

    Additional Support

    In addition to grant funding, impacted businesses may access no-cost business advising through the Solano-Napa Small Business Development Center (SBDC). Support may include:
  • Business continuity planning
  • Operational pivots
  • Financial strategy
  • Marketing
  • Workforce challenges
  • Long-term stabilization

Businesses are not required to receive grant funding to access these services.

  • Funding is limited, and submission of an application does not guarantee an award
  • Applications will only be accepted through the online application portal
  • A valid business license and completed IRS Form W-9 are required
  • The application portal will no longer be accessible after the deadline
  • Late submissions will not be accepted
  • Businesses impacted by more than one closure may submit separate applications for each funding opportunity, provided each application clearly demonstrates the specific impact associated with that closure and funding requests are not duplicative
