Overview

Revitalization and Placemaking (RAP) 2.0 Program

Funder: Michigan Economic Development Corporation (MEDC)

Geographic Scope: Michigan's 10 prosperity regions (DEGC administering in Detroit)

Program Description: The RAP 2.0 program provides access to real estate and place-based infrastructure development gap financing in the form of grants. It is designed to support revitalization and placemaking initiatives across Michigan.

Funding Available:

  • Real estate rehabilitation and development grants: Up to $5,000,000 per project

  • Public space place-based infrastructure grants: Up to $1,000,000 per project

  • Subgrant programs for local/regional partners: Up to $20,000,000
  • Focus Areas:

  • Mixed-use development projects

  • Historic renovation and adaptive reuse

  • Commercial space development

  • Market-rate housing

  • Workforce housing

  • Public space improvements

  • Infrastructure development
  • Eligibility & Selection Criteria:

  • Project location strategic importance

  • Readiness to proceed

  • Organizational capacity of developer

  • Long-term community impacts

  • Financial viability

  • Local/regional strategic alignment

  • Preference given to:

  • - Mixed-use/mixed-income housing projects
    - Historic renovation projects
    - Emerging and minority developers
    - Demonstrated site control

    Geographic Focus: Detroit strategic areas and neighborhood commercial corridors

    Funding Constraints:

  • Funds must be expended before September 30, 2027

  • Gap funding reimbursed to developers as project phases completed
  • Detroit Example: DEGC awarded $14.5 million from MEDC through RAP 2.0 in January 2024 to support five major mixed-use development projects totaling over $255 million in investment, with majority led by African American developers

    Administration: DEGC administers RAP 2.0 projects in partnership with City of Detroit's Housing and Revitalization Department, Mayor's Office Jobs and Economy Team (JET), and City's Grants Management Office

    How to Apply

    RAP 2.0 Application Process

    Application and Review:
    1. Developers submit proposals to MEDC and/or DEGC
    2. DEGC coordinates with City of Detroit departments for review
    3. Projects evaluated on strategic criteria (location, readiness, capacity, community impact, financial viability, alignment)

    Selection and Administration:
    1. MEDC approves funding awards
    2. DEGC selected as administering partner for Detroit projects
    3. DEGC verifies expenditures throughout construction
    4. Gap funding disbursed as project phases completed
