Summary
The King County Department of Community and Human Services is seeking Behavioral Health Agencies to develop new Residential Treatment facilities. This initiative aims to restore the capacity of Mental Health Residential facilities to 355 beds and enhance the sustainability of various treatment options. Eligible costs include land acquisition, renovations, and construction. This RFP does not cover operational funding, which must be secured by the selected operators before opening.Overview
King County Department of Community and Human Services We offer access to a range of services to help our county's most vulnerable residents and strengthen our communities. For most work, we contract with our trusted network of community-based agencies to provide direct services. The services and programs include behavioral health treatment, affordable housing, childcare, education and employment for youth and young adults, veterans services, support for seniors, and inclusive resources for people with developmental disabilities. Behavioral Health and Recovery Services We provide high-quality behavioral health services to individuals, families, and communities affected by mental health and/or substance use conditions. Behavioral health services include crisis services, mental health treatment, substance use treatment, plus programs to help people with behavioral health challenges avoid jail and hospital visits or successfully reenter community after a crisis. Our services cover King County residents who are Medicaid eligible and meet certain medical eligibility requirements. We also provide services for low-income, non-Medicaid eligible residents. Residential Treatment Facility Capital Development DCHS is seeking Behavioral Health Agencies (BHAs) to develop and operate new Residential Treatment facilities, aiming first to restore King County’s Mental Health Residential (MHR) facilities capacity to at least the 2018 level of 355 beds, and second to expand the availability and sustainability of all types of Residential Treatment in King County. Allowable costs for awarded contracts include those associated with developing and constructing Residential Treatment facilities, such as purchasing land, acquiring existing facilities, planning and design, building renovations or expansions, new construction, and other capital pre-development and development expenses. This RFP does not provide operational funding. The selected operator is responsible for securing operational funding, including Medicaid and other payor sources, in advance of site openings.Eligibility
