Residential Energy Efficiency Loan Program

Award Amount: Loans from $200 to $10,000 at low interest rates

Geographic Scope: Jo Daviess, Carroll, Whiteside, and Henry counties, Illinois (service territory of Jo-Carroll Energy)

Focus Areas: Home energy efficiency improvements

Eligible Projects:

  • Energy Star qualified geothermal heat pumps

  • Air source heat pumps with SEER greater than 15

  • Heat pump water heaters

  • Solar water heaters (with electric backup)

  • Attic, wall, and floor insulation

  • Caulking and weather stripping

  • Windows and doors

  • Mobile home "roof-overs"

  • Natural gas service extension (for existing members only, where available)

    • Eligibility:

  • Must be a homeowner

  • Must be a Jo-Carroll Energy cooperative member

  • Must have home assessment completed by the cooperative prior to beginning work

    • Terms:

  • Work must be completed within 60 days of loan approval date

  • Low interest rates available

    Application Process

    2. Request and schedule home assessment with the cooperative
    3. Cooperative will complete home energy assessment
    4. Identify and plan specific qualifying project
    5. Obtain estimates from contractors for the project
    6. Complete formal loan application
    7. Receive loan approval
    8. Complete work within 60 days of loan approval date
