Rental Assistance Program

Geographic Scope: Harney and Malheur Counties, Oregon

Focus Areas: Housing stability, rental assistance, homelessness prevention

Comprehensive service programs for households with a solvable gap. These programs usually combine financial assistance for rent and utilities with an aggressive action plan for activities that household members design with a case manager. Funding is limited, eligibility requirements apply, and participating is subject to funding availability.

Eligibility Requirements:

• Have a solvable gap (future ability to sustain living expenses without assistance)
• Meet income guidelines and other requirements for available funding
• Meet HUD's definition of homeless or at risk if not for this assistance
• Be willing to actively participate in case management

Application Process

1. Obtain Service Request Packet:
   • Pick up at CinA's Housing Department
   • Download online (English and Spanish versions available)
   • Request via mail/email
   • Call (541) 889-9555 ext. 100 to request by mail
2. Complete Service Request Packet:
   • All sections must be completed before review
3. Submit completed packet via:
   • In-person drop-off at CinA Housing Department
   • Mail to CinA
   • Fax to (541) 889-0768 (provide call back contact information)
4. Review and Notification:
   • Packets reviewed twice weekly for eligibility
   • Applicants receive Applicant Eligibility Notification by mail or phone
   • May include request for follow-up information
