Regional Unsheltered Homelessness Emergency Response (EO 23-02)

Authorization: Governor Tina Kotek's Executive Order 23-02, issued January 10, 2023

Declaration: State of emergency due to homelessness

Program Duration: Effective immediately through January 10, 2024 (unless extended or terminated earlier by Governor)

Geographic Scope: Jackson County, Oregon

Funding Amount: $8.8 million awarded to Jackson County

Program Goals:

Rapidly expand low-barrier shelter capacity

Rehouse people experiencing unsheltered homelessness

Prevent homelessness to the greatest extent possible

Jackson County Targets:

Rehouse 133 unsheltered households

Create 67 new shelter beds

Community Need: Jackson County experienced 132% increase in homeless individuals from 2017 to 2022 (per Point-in-Time count)

Fund Administration: Delivered through Jackson County Continuum of Care and overseen by Jackson County's Multi Agency Coordination (MAC) group

Review Process: Independent review group including CoC members who have not applied during this funding cycle

Lead Coordinator: ACCESS facilitates Jackson County Continuum of Care
