Overview

Recovery Housing Operating Funds Grant

Funder: Washington Alliance for Quality Recovery Residences (WAQRR)

Purpose: Supports the development of newly staffed Level II or Level III recovery residences across Washington State, helping expand access to safe, supportive, drug- and alcohol-free housing for individuals in recovery.

Funding Details

Maximum Award: Up to $100,000 per new Level II or III recovery residence

  • $80,000 base grant

  • $20,000 incentive for 90% data entry in Commonly Well by the end of the contract
    • Allowable Uses of Funds

    • Rent or mortgage payments and costs associated with acquisition
    • Personnel (salaries and benefits)
    • Utilities and deposits
    • Food for residents
    • In-state travel for residents or staff
    • Liability insurance
    • Equipment (non-capital)
    • Maintenance and landscaping

      Not Allowed

    • Rehabilitation, construction, or capital improvements

    Eligibility Requirements

    All applicants must meet the following minimum requirements:

    • Organizations must be able to comply with all applicable local, state, and federal laws
    • Organizations must be able to comply with all contract requirements of WAQRR
    • Organizations must have qualified and responsible management and staffing resources necessary to implement the project, including any applicable permitting and accreditation processes
    • Organizations must have sound financial management systems and proven financial capacity to operate programs on a reimbursement basis
    • Organizations must be able to comply with the insurance requirement of the contract
    • Organizations must have a minimum of 18 months of experience operating the proposed project or program
    • The operator or legal homeowner must have the authority to execute a duly recorded ten-year restricted deed covenant. This covenant shall legally bind the property to be maintained and operated as a recovery residence for a period of ten (10) years from the date of contract execution
    • Grantee will record the deed covenant with a Washington State title company, and the covenant shall remain fully enforceable, including in the event of a change in ownership, for purposes of grant compliance and repayment
