Overview

Public Interest Bar Fellowship Program

Status: Active, applications open as of 2026-04-03

Geographic Scope: Originally limited to Bay Area, Central Coast and Northern California counties (Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Yolo). In 2026, expanded to include graduates working with LSOs serving rural Californians, provided graduates affirm they will live in those counties and work in-person with the LSO.

Program Purpose: Bridge funding program that allows recent law school graduates time to study for and take the California Bar Exam while building their resume and skills, while providing capacity support to legal services organizations (LSOs). Created during 2020 COVID pandemic to support Bay Area legal services organizations and recent graduates facing Bar Exam delays.

Eligible Participants:

    Fellows

  • May 2026 graduates (receiving JD, LLM, or joint degree such as JD/MBA) from ABA-accredited law schools in California
  • May 2026 graduates from California-accredited law schools may apply via joint application if matched with eligible host LSO
  • Must not have taken the California Bar exam previously
  • Must not have graduated prior to May 2026
  • Governed by California Rules of Court 9.42 (allows supervision of legal services by nonprofits)

    Host Legal Services Organizations (LSOs)

  • Must be based or have satellite office in eligible counties (Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Yolo, or additional rural-serving counties)
  • Must have 501(c)(3) status or be fiscally sponsored
  • Must be legal agency or social services agency with legal department providing direct legal services, litigation, policy advocacy, and/or community lawyering
  • May apply to host up to three fellows

Award Details:

  • Fellow stipend: $16,000 (paid in three installments)

  • Host LSO contribution: $1,500 to cover overhead (onboarding, State Bar registration fees, training & supervising)

  • Duration: 6 months (May/June through November/December 2026)

  • Hours commitment: 400 hours total by Fellow
  • Focus Areas: Poverty law including Family Law/Domestic Violence, Immigration, Criminal Law, Housing Law, Healthcare & Benefits, Bankruptcy, Civil Rights/Discrimination, Small Business and Employment Law

    Program Benefits:

  • Support local communities facing challenges of unemployment, at-risk work environments, eviction, discrimination, fraud, abuse, wrongfully denied benefits

  • Provide LSOs with capacity support and pipeline for hiring qualified attorneys

  • Create training opportunities for recent graduates

  • Provide reasonable compensation for Fellows

  • Allow sufficient time for Bar Exam preparation
  • Program Requirements for Fellows:

  • Sign Memorandum of Understanding (MOU) committing to complete fellowship

  • Submit necessary forms to LAAC and State Bar of California timely

  • Complete and comply with California State Bar's Rules Governing Practical Training of Law Students

  • Be open to collaborating with LAAC on placement if not pre-matched

  • Provide reasonable notice regarding unavailability dates

  • Participate in monthly virtual cohort programs (typically 1st Thursday of month)

  • Attend mandatory in-person learning sessions (May 26-29 TBD)

  • Provide written midpoint and year-end impact reports
  • Program Requirements for LSO Hosts:

  • Sign Memorandum of Understanding (MOU)

  • Provide Fellow with tools and supervision for success and productivity

  • Complete and comply with California State Bar's Rules Governing Practical Training of Law Students

  • Collaborate with LAAC on Fellow selection if not pre-matched

  • Allow Fellow to plan time off for cohort programs, Bar prep, July "blackout" period

  • Attend Fellowship Informational Program or view recording

  • Attend LSO Host meeting in June

  • Provide written midpoint and year-end impact reports
  • Matching Criteria:

  • Experience/subject matter knowledge

  • Prior clinic and/or law-related work experience

  • Poverty law courses taken in law school

  • Languages spoken/written and level of fluency

  • Place of residence August-November 2025

  • Goal: Fellow and host organization in same or adjacent counties

  • Joint applicants prioritized: LSOs with prior experience hiring May 2026 graduate as intern/employee may apply jointly for expedited placement
  • Funding: Supported by local funders including individuals, foundations, crowdsourced funders, governmental entities, and law firms

    Application Process

    Timeline:

  • March 31, 2026: PDF of application questions posted for advance review

  • April 3, 2026: Application period opens (applications reviewed on rolling basis; earlier submissions have better chances)

  • April 7-25, 2026: Solo applicants matched by staff & interviews

  • April 12, 2026: Recommended deadline for joint applicants

  • April 15, 2026: Application period closes

  • April 27, 2026: Fellows notified if selected

  • May 8, 2026: Paperwork must be completed and returned

  • May 26-29, 2026 (TBD): First Fellow Learning Session (mandatory)

  • May 15-June 30, 2026: Limited pre-bar requirements must be completed

  • July 2026: "Blackout Period" for Bar Exam

  • August 17, 2026: Deadline for Fellows to return to LSO Hosts

  • October-December 2026: Fellows complete commitment to LSO Hosts (date varies)

  • Application Types:

    For Fellows

    1. Solo application - Individual law student applies independently 2. Joint application - Law student applies jointly with matched LSO host (prioritized and expedited)

    Application Review Process:

      Phase 1: Joint Applications (Prioritized)

    • Joint applications from LSO Hosts and Fellows who have applied together reviewed first
    • Confirmation of placement sent via email
    • Earlier submission recommended (by April 12 at latest)
    • Number of joint applicants approved determines how many solo applications can be funded

    Phase 2: Solo Applications

    1. Screening: LAAC screens both Fellow and LSO applications 2. Proposal: LAAC proposes match and sends contact information to both parties 3. Interview: Fellow and LSO conduct virtual (Zoom, FaceTime, Google Hangout) or phone interview within 72 hours 4. Reporting: Both parties independently report back within 48 hours on interview outcome 5. Confirmation: If mutual interest, match confirmed 6. Re-entry: If either party doesn't feel suited for match, both re-enter applicant/host pools
