Background
Opportunity Appalachia brings new investment to Central Appalachian communities, creating jobs and businesses that support sustainable growth. The program works with community real estate development projects that drive economic restructuring and diversification in underinvested areas.Since 2020, the program has supported 86 projects seeking to raise $700 million in financing and create 4,700 quality jobs.

Focus Areas
- Technical Assistance: Development of investment prospectus, preparation of pro forma financial projections, structuring of project financing, market research/demand assessment, identification of project developers and business operators, feasibility assessment, architectural and engineering support, business plan preparation, operations planning, outreach for project finance
- Investor Matchmaking: Connection with diverse investors including Qualified Opportunity Zone Funds, New Markets Tax Credit CDEs, Historic Tax Credit investors, banks, CDFIs, angel investors, crowdfunding platforms, and public funders
- Investor Convening: Highly visible pitch events to connect projects with investment partners
- Ongoing Support: Problem-solving and capital stack assistance throughout development process

Opportunity Appalachia provides:- Project located in eligible Central Appalachian counties (Kentucky, North Carolina, Ohio, Tennessee, Virginia, West Virginia)
- Real estate development project or business ready for investment
- Community engagement and support demonstrated
- Applicant capacity to complete or oversee project activities
- $5,000 matching support requirement (cash or in-kind)

- Projects supporting individuals in recovery, long-term unemployed (including former coal industry workers), minorities, and women
- Minority- and women-owned business enterprises
Investment Priorities
- Technical Assistance Amount: $40,000 - $75,000 per selected project
- Matching Requirement: $5,000 cash or in-kind

- Technical Assistance period: 6-12 months (typically June-June)

3. Community Development Strategy (Required)
- Identify strategy (e.g., housing, downtown development, manufacturing, IT, healthcare, education, food systems, clean energy, heritage tourism and recreation, addiction treatment and recovery, or describe other strategies)
- Describe how strategy aligns with broader community-identified plans or priorities
- Include level of community engagement and support for strategy or specific project
4. Proposed Projects (Required)
- Up to 3 projects
- For each project provide:

- Size (sq ft)
- Total anticipated project cost
- Financing identified/anticipated (source and amount or 'None')
- Project description with URL link if available
- Community Impact (quantified/estimated): job creation (number, pay rates, benefits), training and advancement opportunities, jobs for unemployed/underemployed, economic diversification, vibrant places for follow-on investment, other impacts
- Name(s) of project sponsors, developer, and/or business owner
- Technical Assistance Needed (e.g., business plan development, financial pro forma development, financial structuring, market assessment, feasibility assessment, developer identification, architectural drawings, capital raise)
5. Clean Energy Focus (Required)
- Describe clean energy features (solar power generation, energy efficiency measures, etc.)
- Quantify anticipated impacts

6. Applicant Capacity (Required)
- Describe relationship of applicant to community
- Explain how community has demonstrated support for project(s)
- Describe applicant's capacity for completing or overseeing project activities
7. Provision of Technical Assistance (Required)
