Background

Opportunity Appalachia brings new investment to Central Appalachian communities, creating jobs and businesses that support sustainable growth. The program works with community real estate development projects that drive economic restructuring and diversification in underinvested areas.

Since 2020, the program has supported 86 projects seeking to raise $700 million in financing and create 4,700 quality jobs.

    Program Services

    Opportunity Appalachia provides:
  • Technical Assistance: Development of investment prospectus, preparation of pro forma financial projections, structuring of project financing, market research/demand assessment, identification of project developers and business operators, feasibility assessment, architectural and engineering support, business plan preparation, operations planning, outreach for project finance
  • Investor Matchmaking: Connection with diverse investors including Qualified Opportunity Zone Funds, New Markets Tax Credit CDEs, Historic Tax Credit investors, banks, CDFIs, angel investors, crowdfunding platforms, and public funders
  • Investor Convening: Highly visible pitch events to connect projects with investment partners
  • Ongoing Support: Problem-solving and capital stack assistance throughout development process

    Eligibility Requirements

  • Project located in eligible Central Appalachian counties (Kentucky, North Carolina, Ohio, Tennessee, Virginia, West Virginia)
  • Real estate development project or business ready for investment
  • Community engagement and support demonstrated
  • Applicant capacity to complete or oversee project activities
  • $5,000 matching support requirement (cash or in-kind)

    - Technical Assistance Needed (e.g., business plan development, financial pro forma development, financial structuring, market assessment, feasibility assessment, developer identification, architectural drawings, capital raise)
