Overview

Omnibus Eviction and Homelessness Prevention RFP Purpose of Grant: Purpose of grant: provides immediate problem solving assistance, resource navigation, case management and diversion services to low-income tenants facing or threatened with eviction and expands their access to legal services and representation. The Omnibus Eviction and Homelessness Prevention (OEHP) program is designed to prevent displacement and reduce homelessness inflows through a coordinated system of financial assistance, legal intervention, case management, and navigation services. OEHP acknowledges that eviction is the single greatest driver of homelessness in New Jersey, responsible for more than 58 percent of all homelessness admissions in the state each year. This program consolidates two distinct but complementary funding streams—the Homelessness Prevention Program (HPP) and the Comprehensive Eviction Defense and Diversion (CEDD) program—into a single, omnibus-grant model that provides comprehensive, one-stop assistance for households at imminent risk of eviction or eviction-like displacement.
