The New Jersey Department of Community Affairs (DCA), through the Office of Eviction Prevention (OEP) and the Office of Homelessness Prevention (OHP), hereby announces the Request for Proposals (RFP) for the Omnibus Eviction & Homelessness Prevention (OEHP) program for State Fiscal Year 2026 (SFY26). This program consolidates two critical state appropriations: the Comprehensive Eviction Defense and Diversion (CEDD) program, and the Homelessness Prevention Program (HPP), authorized pursuant to N.J.A.C. 5:41. The integration of these funding streams under OEHP establishes a comprehensive omnibus grant model that streamlines prevention services across the state. The program is designed to address New Jersey’s housing instability crisis by providing timely financial assistance, legal support, resource navigation, and case management to households at imminent risk of eviction or homelessness. OEHP adopts a Housing First framework, ensuring that assistance is delivered with minimal barriers, rapid turnaround times, and a commitment to preserving housing whenever possible.
