This program focuses on effective strategies to prevent the institutionalization of status offenders, separate juveniles from adult inmates, and reduce racial disparities. States must submit a 3-year state plan for approval to access these funds, which will support projects aimed at improving education, training, diversion, and rehabilitation within their juvenile justice frameworks.

Overview

NOTE: Deadline to submit application in JustGrants: May 4, 2026, by 8:59 p.m. Eastern Time This NOFO will assist states in planning, establishing, operating, coordinating, and evaluating projects directly or through grants and contracts with public and private agencies for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs to improve their juvenile justice system. Pursuant to Title II, Part B of the Juvenile Justice and Delinquency Prevention Act (JJDPA) (34 U.S.C. §§11131-11133), to receive funds, states must submit and receive OJJDP Administrator approval of a 3-year state plan for carrying out Formula Grants program activities. Effective juvenile justice systems prevent the institutionalization of status offenders, separate juveniles from adult inmates, remove juveniles from adult jails and lockups, and reduce racial and ethnic disparities. The goal of the Title II Part B Formula Grants program is to assist states in improving their juvenile justice systems through a combined effort of direct funding and training and technical assistance.
