Overview

NOTE: Deadline to submit application in JustGrants: May 7, 2026, by 8:59 p.m. Eastern Time This NOFO will make funding available to local public and private non-profit agencies within states that have chosen not to submit a state plan under the Title II Formula Grants program outlined in the Juvenile Justice and Delinquency Prevention Act (JJDPA). The funding must be used to carry out activities of the kinds described in the core requirements of the JJDPA: deinstitutionalization of status offenders (“DSO”), removal of juveniles charged as adults from adult facilities (“JCA”), separation of juveniles from adults inmates (“separation”), removal of juveniles from adult jails and lockups (“jail removal”), and identifying and reducing racial and ethnic disparities (“R/ED”). The JJDPA created the Title II Formula Grants program, which supports state and local delinquency prevention and intervention efforts and juvenile justice system improvements. OJJDP provides funds directly to states to help them implement comprehensive juvenile justice plans based on the needs in their jurisdictions. To be eligible to receive a formula grant under JJDPA’s Title II Formula Grants program, a state must submit a plan which contains 33 statutory requirements and commit to achieve and maintain compliance with the core requirements of the JJDPA. If a state elects not to participate in Title II Formula Grants program, OJJDP’s Administrator is authorized under the JJDPA to make that state’s allocation available to local public and private non-profit agencies within the state for use in carrying out activities of the kinds described in the core requirements of the JJDPA.
