NEON District Public Art Program - Property Owner Matching Grant

Geographic Scope: NEON District, Downtown Norfolk, Virginia

Focus Areas: Public art projects, murals, sculpture, street environment enhancement

Background: Since the birth of the NEON District in 2013, new murals and sculpture projects have multiplied through the City of Norfolk's Public Art Commission and grassroots community planning. The Downtown Norfolk Council created this Public Art Program, led by the NEON District Committee, to encourage more successful implementation of public art projects in NEON.

Purpose: To provide matching grants to property owners and tenants who fund public art projects, helping to reduce project costs

Eligibility:

• Property owners within NEON District boundaries
• Tenants within NEON District boundaries
• Must have a specific artistic project in mind
• Must have raised funds in support of the project

What They Fund:

• Matching funds for professionally crafted artistic projects
• Murals, sculptures, and other public art installations
• Project costs up to the matching grant limit

Application Process:

• Applications submitted to NEON District Committee for review
• NEON District Committee accepts applications on a rolling basis
• Grant matches funds raised, up to $2,500

Application Process

1. Identify a specific public art project for your property location
2. Work with an artist to develop a design
3. Raise funds in support of the artistic project
4. Submit matching grant application to NEON District Committee

• Documentation of funds raised for the project
• Artist proposal and rendering
• Project details and timeline
• Information about how the project enhances the NEON District
