Neil Muldrow Business Development Fund

Status: Currently unfunded and paused as of December 2025. CBP is actively working to secure additional resources.

Overview: The Neil Muldrow Business Development Fund was created to aid small businesses who wish to locate or expand in Central Baltimore. During the past two years, the program has also offered essential assistance to small businesses to meet pandemic-related challenges.

  • Named After: Ackneil Muldrow, devoted to minority-owned small businesses, founder and leader of the Development Credit Fund (Baltimore's first collaborative effort to finance African-American businesses)

Types of Support Offered

1. Commercial Facade Restoration Program

  • One-to-one matching grant

  • Supports storefront rehabilitation

  • 2. Tenant Build-Up Program

  • Helps retailers, building owners, and cultural organizations

  • Covers high costs of renovating long-vacant buildings
  • 3. Technical Assistance

  • Free design services for façade rehabilitation and tenant fit-out

  • Marketing via social media platforms

  • Identifying lending institutions for business expansion

  • Planning experiential marketing events to generate foot traffic and revenue
  • 4. Investment Funds

  • Targeted to Station North and Greenmount corridor

  • Encourage acquisition and redevelopment of vacant and underused buildings
